Carol Twiss

Carol Twiss is a former Chief of Police and retired Sheriff’s Office Captain with 29 years of experience in Law Enforcement. Carol has dedicated her entire adult life to serving the community of Kerr County. Carol started her career in 1991, at the Kendall County Sheriff’s Office.  After attending jailer certification training, she worked for Kendall County for 9 months while attending school to obtain her Peace Officers License. Carol then went to work in Kerr County holding positions in the jail that included Corrections Officer, Shift Sergeant, and Jail Administrator. Carol maintained her jail training and passed the newly required Jail Administrators test and holds a Master Jailer License through TCOLE.

Carol transitioned into the patrol division in 1998 and spent one year as a patrol deputy.  Carol received a promotion to Corporal and then to Criminal Investigator.  In 1999, Carol became a full time Investigator, working all aspects of criminal investigation from theft to capital murder. Carol was promoted to Chief Investigator in 2002 and her title has changed over the years to Lieutenant and Captain.  During those changes, Carol supervised the warrants division, dispatch, evidence and continued to help write policy and procedures for several divisions within the department. Carol holds a master Peace Officer designation with TCOLE.

In 2004, Carol was selected, along with six other members of a multidisciplinary team, to attend an invitation-only training with Finding Words in Minnesota, where she was certified as a Child Forensic Interviewer.  Carol then investigated hundreds of cases of sexual assault and interviewed numerous child victims of abuse.  Carol spent the next several years receiving specialized training in Child Forensic Interview, Sexual Assault Investigation, and Child Abuse Investigation.  As a result of this training and investigative experience, Carol has been recognized as an expert in this field in the 198th and 216th Judicial Districts.

After 29 years of working in Law Enforcement Carol honorably retired from the Sheriff’s Office and decided to pursue a career in the Private Investigative Industry. Carol organized and started Dedicated Investigations, LLC. Carol believes the truth is the most important thing in any Investigation and will apply that in every aspect of the business.

In December of 2020 Carol was asked to be the Chief of Police of the Ingram Police Department. Carol served the city at the request of Mayor Kathy Rider with the intention of remanning the department and returning to retirement and private Investigative work. Carol accomplished her goal and returned to dedicate herself to private investigations.

Carol has over 350 hours of FEMA emergency management system training.  Carol has specialized training in homicide investigation, bloodstain pattern analysis level 1 and 2, US Department of Justice Interview and Interrogation training, Dispatch Supervisor training, Civil Process training, and Fire Investigation.  Carol has received an accumulation of over 3,500 hours of law enforcement training in various areas of discipline during her tenure.

Kathy Rider

Investigator Rider comes from a Law Enforcement family following in her father’s footsteps Kathy began her law enforcement career in 1997 serving as a Deputy Sheriff for Kerr and Kendall County and Police Officer with the Ingram Police Department. While serving in Kendall County Investigator Rider was assigned to the criminal investigation division where she Investigated crimes ranging from theft to homicide. Investigator Rider also has over 2500 hours of law enforcement training which includes death investigations, child abuse investigations, and sexual assault investigations.

Investigator Rider has training with the National Narcotic Detection Drug Dog Association. She also has extensive knowledge of the training and use of Police Dogs, having personally trained, and managed them for several years.

Investigator Rider completed a course of training through the Criminal Defense Investigators Training Counsel and earned her a Criminal Defense Specialist designation.

Investigator Rider not only has Law Enforcement and investigative experience, but she also has several years of administrative experience for city and county government including handling of records, budgets, and personnel; most recently serving a term as Mayor in the city she lives in.

Jeff Bowman

Jeff Bowman, a seasoned law enforcement professional, embarked on a transformative career journey that has spanned over three decades. Jeff started his law enforcement career in San Antonio at Our Lady of the Lake University Police Department in 1992. Jeff then worked for the Bexar County Precinct 4 Constables Office in San Antonio for four and half years. In 1998, he made the pivotal decision to relocate from his hometown of San Antonio, Texas, to Kerrville, drawn by the opportunity to serve at the Kerr County Sheriff's Office. Jeff worked his way through the ranks serving as a Patrol Deputy, Criminal Investigator, and ending his law enforcement career as a Patrol Sergeant.

After years of exemplary service, Jeff transitioned into a new chapter retiring from the Sheriff's Department in January 2022. Leveraging his extensive experience and expertise in investigative work, Jeff co-founded Dedicated Private Investigations, LLC, a firm committed to providing comprehensive investigative services tailored to meet the unique needs of clients in Kerrville and beyond. As co-owner, Jeff brings a wealth of knowledge and a steadfast dedication to delivering results with integrity and professionalism. Jeff continues to educate himself by attending investigative and security training courses to enhance his service to the client.

In addition to his role at Dedicated Private Investigations, Jeff seized the opportunity to further expand his impact by establishing Advantage Security, LLC. As the sole proprietor of this thriving enterprise, Jeff oversees the provision of top-tier security solutions, leveraging his insights from years in law enforcement to safeguard the interests of clients across Kerrville and surrounding areas.
